In response to “Chile Madrid Time for Action" for responding to ‘climate emergency,” all stakeholders are working on a low-carbon resilient future. Ambitious national targets, policies, legislation, and incentives aiming at carbon reductions must be able to promote the thriving green energy industry and maximize the speedy development of good quality and cost-effective energy supply with common interest internationally. The Taiwan’s Greenhouse Gas Reduction and Management Act should follow the same track with the Paris Agreement, which seek opportunities in developing international climate rules as a non-Party stakeholder. Taiwan should deepen the influence of non-Party stakeholders in the formulation of international climate guild lines, correctly grasp the trend of international consultations, and timely incorporate climate policy measures for domestic development, ambitiously present ‘Taiwan Can Help’ for global society and create more green opportunities for industrial competition and global competitiveness. Accordingly, this project continues to follow the UNFCCC and Paris Agreement processes and develop strategies for corresponding issues. The primary tasks and objectives include: 1. Studying the development progress in the UNFCCC for Long-Term Strategies and scientific decision-making under transparent compliance mechanism; 2. Studying the technology and finance mechanisms on climate governance, and relevant issues of the Response Measure under the UNFCCC with impact assessment; 3. Responding to the multilateral negotiation framework of the international negotiations for seeking opportunities of practical bilateral climate action collaborations; 4. Studying the trends of international climate negotiations and its impacts on Taiwan’s engagement to the global community.
